산림 보존은 생물다양성을 보호하고 기후변화를 성공적으로 완화하기 위한 수단으로서 전 세계적으로 높은 우선 순위를 차지합니다. 

유엔기후변화협약(UNFCCC)는 온실가스 배출을 감축하는 산림의 역할을 인정한 바 있습니다. (UN, 1992). 농림업 및 기타 토지이용(Agriculture, Forestry, and other Land-use, AFOLU) 부문은 발전 부문(25%)에 이어 두번째로 높은 온실가스 배출원(24%)입니다(IPCC, 2014). 또한, UN-REDD 프로그램에 따르면 산림 벌채와 산림 황폐화는 전세계 온실가스 배출량의 약 11%를 차지합니다.


Forest conservation is a global priority, not only for the purpose of protecting biodiversity, but also as a means to successfully slow down climate change. 

UNFCCC recognizes the role of forests in reducing GHG emissions (UN, 1992). The Agriculture, Forestry, and other Land-use (AFOLU) sector accounts for 24% of the GHG emissions next, only to the 25% of the Electricity and Heat Production sector (IPCC, 2014). In particular, deforestation and forest degradation alone account for approximately 11% of the total global emissions, according to the UN-REDD Programme.

세계 산림 현황 보고서(State of the World’s Forests Report)에 따르면, 2015년부터 2020년까지의 산림벌채율은 연간 1,000만 ha로, 이는 1990년대의 연간 산림벌채율 1,600만 ha 보다 훨씬 낮은 것으로 추정했습니다(FAO & UNEP, 2020). 산림 보호에 상당한 진전은 있었지만, 산림 파괴와 산림 황폐화는 여전히 전 세계적인 관심사로 남아있습니다. 

국제기구 및 국제협약에서는 혁신적인 메커니즘 개발로 산림 보호 및 재조림을 촉진하기 위한 조치를 강화해왔습니다. 

가령, 청정 개발 체제(Clean Development Mechanism; CDM)는 거래 가능한 배출권을 확보하기 위한 조림 및 재조림 프로젝트를 포함하고 있고(UNFCCC의 CDM 방법론 책자 참고), 이와 비슷하게 최근 주목받는 REDD+는 UNFCCC의 당사국들이 산림 파괴 및 산림 황폐화로 인한 온실가스 배출량을 줄일 수 있도록 지원하고 있습니다. 

뿐만 아니라, REDD+는 산림 보전과 지속가능한 산림 관리 및 산림 탄소 저장량 증가를 목표로 하고 있습니다(DENR-FMB, 2017). 세계 최대 기후 행동 기금인 녹색 기후 기금(GCF) 역시 2017년부터 REDD+ 결과 기반의 시범 사업을 추진해 현재까지 총 4억9670만 달러를 지원하는 8개의 REDD+ 시범사업을 승인했습니다(GCF, 2021).


 


The State of the World’s Forests Report (FAO & UNEP, 2020) estimates that the deforestation rate from 2015 to 2020 was at 10 million hectares per year, much lower than the annual 16 million hectares of forest lost in the 1990s. Although there was a significant improvement in the forest protection, deforestation and forest degradation still remains as a global concern, especially with the accelerating climate change and its impacts. 

International organizations and conventions have strengthened their actions to promote forest protection and reforestation, highlighted by the development of innovative mechanisms. The Clean Development Mechanism (CDM) includes afforestation and reforestation initiatives as projects to acquire Certified Emission Reduction units that can be traded (see CDM Methodology Booklet of the UNFCCC). Similarly, the Reducing Emissions from Deforestation and forest Degradation (REDD+), which is gaining traction over the recent years, was designed under the UNFCCC to support countries in reducing their emissions with particular focus on the forestry sector.

 REDD+ was also designed to foster conservation, sustainable management of forests, and enhancement of forest carbon stocks (DENR-FMB, 2017). Furthermore, the Green Climate Fund (GCF), the world’s largest dedicated fund for climate action, has also opened Requests for Proposals for REDD+ results-based pilot projects since 2017. To date, GCF approved eight REDD+ pilot projects amounting to a total financing of USD 496.7 million (GCF, 2021).

산림 보호를 통해 얻을 수 있는 혜택은 자연 생태계 기능을 증진시키는 것에 그치지 않습니다. 인류는 산림에서 나오는 상품과 서비스라는 이익을 얻습니다. 6천만명의 원주민을 포함한 전세계 약 16억명이 생계와 욕구 충족을 위해, 숲에 의존하고 하고 있습니다(Le, et. al., 2012). 새로운 메커니즘인 CDM과 REDD+은 산림 보호로 인한 혜택을 강화하고, 이를 통해 사람들에게 추가적인 이익을 제공합니다. 재조림 및 산림 보호 사업에 대한 사람들의 참여는 소득 증가, 생계 자원의 다변화, 지역사회에 대한 권한 부여 및 사회적 자본 강화에 기여합니다(Valenzuela, et. al., 2020).


CDM 및 REDD+과 같이 사회경제적 이점이 있는 혁신적 기후변화 해결책은 기후변화와의 전쟁을 위한 전략적 접근 방법입니다. 이러한 메커니즘은 현재 그리고 미래 세대의 사회, 경제, 생태, 문화, 영적인 요구를 충족시키기 위한 지속가능한 산림 관리 원칙을 반영합니다(UN, 1993). 또한 이는 대중과의 소통의 창구를 마련하고 기후변화에 대한 대중 인식을 제고하며, 보다 효과적으로 산림을 관리하도록 변화시킬 것입니다.


The benefits of forest protection are not limited to the improvement of natural ecosystem functions. People get benefits from forest goods and services. Approximately 1.6 billion people, inclusive of 60 million indigenous people, rely on forests for their subsistence, needs, and livelihood (Le, et. al., 2012). New mechanisms, such as CDM and REDD+, creates additional benefits for people that further strengthens their interest for forest protection. People’s participation in the reforestation and forest protection projects have proven to contribute to increase their income, diversify their livelihood sources, empower the community, and strengthen their social capital (Valenzuela, et. al., 2021).


Innovative climates solutions with socio-economic benefits, such as CDM and REDD+, are strategic approaches in the fight against climate change. These mechanisms also mirror the Forest Principle of sustainable forest management that is aimed to meet the social, economic, ecological, cultural, and spiritual needs of present and future generations (UN, 1993). Furthermore, it offers a way to cooperate with the masses, to make them aware about the climate change, and transform them to become effective forest stewards.
